On behalf of the
Bayswater Bullets Little Athletics Club Committee it is with much pride that I
present the President Report for the 2005-2006 season. What a season it
has been. With our season being shortened due to the Melbourne 2006 Commonwealth
Games, the committee and our athletes has been quite active across various areas
with exceptional results. Bullets Outgun
Themselves With the season
beginning on a relatively ‘quiet’ note with consistent performances by our
Bullets including a number of early PBs recorded and club records being broken.
However, and as the results will show in this annual report, there must have
been something in those Santa stockings that led for a late surge of
performances by our Bullets seeing a significant rise in not only in the number
of PBs achieved but club records broken and placings won. In
fact we have seen 17 club records broken and in the Knox Championship Day 20 of
our athletes competed returning with 10 Gold, 12 Silver, 9 Bronze, 12 Fourth
Place ribbons, 9 Fifth Place ribbons and 7 Sixth place ribbons won. This is the
best Summer Track & Field season result since the 1996/97 season. Was
it any of those red, black or green jellybeans or extra weetbixs they have been
taking? We
have also seen quite a few of our Bullets competing at other Open day events as
well as regional and state championships. Well done! Nevertheless
it was great to see our Bullets giving it their best shot (even during some of
our most torrid weather we have experienced – at times very hot or very wet).
I was also pleased to see a number of our Bullets taking their losses on the
chin and personally congratulating the place getters. This is great
sportsmanship and hope we can continue to instil on this important principle of
‘doing your best’ and accepting your win or losses with pride and grace in
the future. Bullets Becoming A
Visual (and) Active Target This season the
Committee has undergone a review of its past operations as well as introduced a
number of new systems and initiatives for the future. This was due to the fact
that in any sport or business, ‘the only thing constant is change’
philosophy needs to be applied. As many sporting organisation compete for growth
in membership and financial stability so too should clubs such as BLAC in order
to survive. Hence the Committee has become quite active in a number of
activities this season such as, but not limited to: Ø
Developed Draft BLAC
Strategic Plan including memberships, marketing and fund raising plans; Ø
Reviewed the BLAC Budget and developing clear and
achievable targets; Ø
Introduce the 12 PB Certificate; Ø
Introduce an ‘Incident Report’ system to ensure
issues or complaints are raised in an efficient and effective manner; Ø
Introduce a ‘Club Record Form’ to ensure records
are appropriately endorsed and recognized; Ø
Created and distributed our new BLAC Competition
Uniform; Ø
Created and distributed BLAC Team Polo Tops and Team
Caps with exceptional results; Ø
Developed and distributed our first annual BLAC Club
Survey; Ø
Identified and undertaken new fund raising activities
such as the Chocolate Drive and planned stalls for later this year; Ø
Reactivated our relationships with our feeder schools
based within Bayswater; Ø
Attend the Melbourne 2006 Commonwealth Games Come and
Try Out day held in Rowville; Ø
Participating in the Melbourne 2006 Queen Baton Relay; Ø
Secured a few media articles in the local newspaper; Ø
Attend to Bayswater South Primary School (Twilight)
Athletics Day This is also on
top of our usual activity such as: Ø
Being the only Little Athletics Club that has a very
active website containing a wealth of information; Ø
Undertaking our usual Christmas Raffle, Tattslotto,
Cake Stalls and Twilight BBQs; Ø
Ensuring our
Parents Duty are monitored and in accordance to the requirement set by the Knox
Little Athletics Committee; All this helps
make the club function effectively and provide services to our Bullets and their
parents. Thanks must go to the following people for their contribution to the
club:
In
addition special thanks / congratulations must go to the following people:

Managers Report 2005-06 Well another good year of little Athletics has finished, over the 2005/2006 season we have seen our club grow and become larger,
the kids look like they are enjoying themselves and having more fun .Over the season we have had a lot of records broken, lots of kids have improved their performances and have become more confident. To Michael for cooking the BBQ even though some nights it looked like we not going to have one because of forgotten gas bottles . A big thankyou to those parents who did there regular duty and also helped out on other occasions when needed. I have really enjoyed working with all your children again this year it is a busy but rewarding job, thanks to the kids for their good behaviour. I just loved seeing their smiling faces when they know they did well or got a PB. Hopefully next season we will see you all back again ready to compete again and we will see the club grow bigger and stronger . Team Manager
Special Guests Kerry (Hodgkinson) Semfel
In the U/13 Australian Championships, Ben Sword
won two Gold’s in the 100m & Relay and Hayden Lacy won a Silver Medal in
the High Jump. In the Victorian Championships during Kerry’s involvement with
our Committee, our athletes had won 20 Gold, 6 Silver and 13 Bronze Victorian
State medals, some of these by her daughters Peta and Lindel, both of whom still
hold many of our club records. Kerry joined the Committee in the 1989/90 season
and finishing in 1997/98 and has been the Vice President, Team Manager, Knox
Executive Member, Club Historian as well as on the General Committee. At the Knox Centre level, Kerry has been the Vice
President, Centre Team Manager, Competition Director, Referee, Open
Day/Championship Day Co-ordinator and Region Delegate. Kerry also spent six years on the Knox Centre
Cross Country Committee from 1990 to 1996 as the Recorder/Point Scorer and
Chairperson for 3 years apiece. Kerry
became a Knox Centre Life Member in 1998 and for five years was involved at the
VLAA Regional level as the Eastern Metropolitan Regional Secretary.
Bayswater Labour MP Peter Lockwood Our other Special Guest is Peter Lockwood, the Labour MP
for Bayswater and former Knox City Councillor. Peter will help Kerry present the
Trophies and PB Medals to our winning athletes. Peter has a genuine interest in sporting activities, which includes Little Athletics. He did not just only appear at the Knox Centre season Opening Ceremony, but has been sited quite a few times throughout the season at the Knox track. Peter has visited us up in the Grandstand as well as being invited to present some medals at the Knox Championship Day. On Wednesday 8th February 2006, MP Peter Lockwood made a speech in the Victorian Parliament about his visit to the washed out Knox Open Twilight and about Little Athletics in general. Our club, Bayswater Bullets got a mention along with Wantirna, Boronia Bolters and The Fields from the Knox Centre as well as some teams from the Ringwood Centre.
The Queens Baton Relay came our way on the Labour
Day Monday, 13th March 2006. Runner 102 was our Club President,
former Olympian and dual Commonwealth Games Decathlete Dean Barton-Smith. Dean’s leg was from outside the Knox City Council Civic Centre and while the crowds were building up, the Salvation Army was playing and the Knox Mayor Cr David Cooper was handing out Knox City badges and pens out to the children. The
Queen’s Baton, which started out in London, travelled over land, sea and air
on its epic journey to Melbourne for the 2006 Commonwealth Games. This
Queen’s Baton Relay is the world’s longest, most inclusive relay, travelling
more than 180,000 kilometres and visiting all 71 nations of the Commonwealth in
a year and one day. Out
of 300,000 nominations within Australia, only 3,000 runners were selected for
the relay. We set up our support at the end of his leg to
get a full view of the procession of support vehicles and Motorcycle Police. There were many other groups in support too with
Little Athletes from other Knox Clubs, Dean's Deaflympic team mates and
Bayswater South Primary School students amongst some of the groups. There were
quite a few former Bayswater Bullets athletes that came along too. It was
certainly a great experience for all. What a crowd there was too, outside of the Knox City Offices and right up along Burwood Highway as far as you could see. The applause and cheering started a soon as Crimes Victim Support President Noel McNamara came around the corner to hand the Queens Baton to Dean and continued right up to the handing of the Queens Baton over to Shaun Panayi, the 1986 Edinburgh Commonwealth Games Diving Gold Medallist. The best part for us was when we came into view and upon Dean seeing all the orange within our group, punched his fist in the air yelling “BULLETS !!!” It made a great start to the 2006 Commonwealth Games.

New
for season 2005-06 “Best Club Person” Award"
Instances of helping out will be noted throughout the season and will be analysed and voted on by all Committee Members at the final meeting before the AGM/Presentation Day. Some instances noted will be:
- Pre-season "working bee" day attendance as Bayswater Bullets
representative (the Saturday
before Registration Day)
- Bayswater Bullets representative for pre-season envelope filling for Knox
Centre mail out (a weeknight which
lasts around one hour)
- Chief Official Duty (Duty rate is once every 2 weeks, rather than 3 –
and you get a Chief Official Polo Top) - Doing all required Parent Duty dates assigned
(including swapped dates when not convenient)
- Donating items for Xmas Raffle and Cake Stall - Selling Fundraising Chocolate
- Bayswater Bullets representative setting up equipment on Open Twilight
(8:30am start
- Bayswater Bullets representative setting up equipment on Knox Championship Day
(6:00am start)
- Knox Centre Executive Representative (Meeting last Monday of month, except
December, including over
winter (to support Cross Country) - Being the Newsletter Editor when not on
Committee – 4 issues per season (Oct, Nov, Dec and Feb) - Bringing out the table, event board and club
banner before events begin - Taking back the table, event board and club
banner when events end - Writing up events on the whiteboard when called
out so athletes do not miss events. Personal Best (PB) results now carried over to the next seasonFrom season 2006/07 onwards there will be a revamp on
Personal Best performances. For events that are of the same distance, weight or
height, an athlete’s Personal Best from the previous season will be carried
over into the new season. Some of the other Knox Centre clubs have already been
using this system now for a few years to help stamp out the temptation of
athletes who may under perform early in the season and stagger their results to
help boost their PB totals. This defeats the Little Aths motto “be your
best”. For a PB to be recorded, the athletes will have to better
their true Personal Best performance to date. This means that a Personal Best
can be recorded on the very first program day of the new season. The total of PB’s required for PB Medals has been adjusted to reflect this new system. There is still one medal awarded, issued at the AGM/Presentation Day at the end of the season. 10 PB points = PB Certificate 15 PB points = Bronze PB Medal 20 PB points = Silver PB Medal 25 PB points = Gold PB Medal Season Best (SB) During the Commonwealth Games, you would of heard of the term “Season’s Best” said many times about an athlete’s performance. This is where our system will be different to other clubs and allow recognition on the way of bettering your personal best performance. This is to recognise that at the start of a new season, it may take some fitness to get back to where they left off from the end of the previous season; a SB (Season Best) will be introduced. Before a SB is to be recorded, a result that is not a PB has to be established first. The next time the event is conducted, if the result is still not a PB, but betters the first result, then this would be your Season’s best (SB) performance. This is the concept used in all Senior Athletics competition. A SB’s would be worth 1/3 PB bonus point. You must have 3
SB’s to make a PB bonus point. The table below shows the number of PB points for SB’s obtained throughout the season.

Club Records
At the moment, there is no recognition in our awards for
point scoring when a club record has been broken. In season 2006/07 it has been
decided by the current Committee that the following will apply when a Club
Record has been broken for the first time in an event within the season.
Subsequent records broken in the same event within the season will not
apply. When a club record has been broken, age group points will be doubled. This is to be awarded in “Age Group” Awards only, not PB Medal Awards. Some examples are listed below: 2 in a age group - A club record will be 4 points (2 points for a win and 2 points for record)
